Several FP7 calls launched

The European Commission has published a number calls for proposals under all four specific programmes of the Seventh Framework Programme (FP7) namely Cooperation, Ideas, People and Capacities. There is also a call for proposals under the Euratom Specific Programme.

The calls address the following areas:

Cooperation:
- Food, agriculture and fisheries and biotechnology;
- Nanoscience, nanotechnologies, materials and new production technologies (seven calls);
- Energy (four calls);
- Environment (including climate change) (two calls);
- Transport (including aeronautics) (four calls);
- ERA-NET/ERA-NET Plus.

Ideas:
- ERC (European Research Council) advanced grant
- IDEAS coordination and support action

People:
- Marie Curie European reintegration grants;
- Marie Curie international reintegration grants;
- Researchers night
- Marie Curie international research staff exchange scheme;
- Marie Curie industry-academia partnerships and pathways.

The Euratom call concerns nuclear fission and radiation protection.

JEREMIE: Joint European Resources for Micro to Medium Enterprises

JEREMIE

The European Commission, European Investment Bank and European Investment Fund have launched a joint initiative to improve SMEs' access to finance in the framework of European Regions.

The initiative, called Joint European Resources for Micro to Medium Enterprises, known by the acronym JEREMIE, will enable European Member States and Regions to use part of their structural funds to obtain a set of financial instruments that are specifically designed to support micro and small and medium enterprises.

The initiative will contribute to growth and employment in line with the renewed Lisbon agenda, which was agreed by the Member States meeting at the Spring Council in March 2005.

The European Commission's Communication, "Cohesion Policy in support of growth and jobs, Community strategic guidelines 2007-2013", stresses the importance of improving access to finance for the development of SMEs. In particular, it emphasises the need to enhance support on competitive terms for start-ups and micro-enterprises, through technical assistance, grants, as well as non-grant instruments such as loans, equity, venture capital and guarantees. The report highlights the added value of undertaking these actions in cooperation with the EIB Group, namely European Investment Bank (EIB) and European Investment Fund (EIF).

Simulation exercises in the field of the Community Civil Protection Mechanism

I.1. The European Commission, Directorate-General for Environment, Civil Protection Unit is launching a call for proposals with the aim of identifying civil protection simulation exercises which might be eligible for financial support in the framework of the Council Decision establishing a Civil Protection Financial Instrument adopted on 5 March 2007 (2007/162/EC, Euratom) and under the Council Decision
establishing a Community Civil Protection Mechanism (recast) adopted on 8 November 2007 (2007/779/EC, Euratom). This financial support will take the form of grants.
I.2. The fields concerned, the nature and content of the actions and the financing conditions are set out in the relevant Grant Application Guide, which also contains detailed instructions on where and when to submit a proposal. The Guide, as well as the relevant grant application forms can be downloaded from the Europa website at:

I.3. Proposals must be sent to the Commission to the address indicated in the Grant Application Guide by 19 December 2008. Proposals must be submitted by post or private courier no later than 19 December 2008 (evidence shall be constituted by the date of dispatch, the postmark or the date of the deposit slip). They may also be delivered by hand to the specific address indicated in the Guide, no later than
19 December 2008 at 17.00 (evidence shall be the acknowledgement of receipt dated and signed by the responsible official).

Dear Colleagues

It has been quiet, I know, on the SME front after the December NESSI GA, the SME session and of course the Xmas break. The main reason for this has been the ramping up of the NESSI projects under FP7 which has been taking place during the last quarter and which can now have a positive impact on our community. In particular it was appropriate to wait for the inauguration of projects NEXOF-RA (The NESSI Reference Architecture) and NESSI 2010 (The NESSI Coordination action) and to resolve some administrative matters on this note as you will see in this mail.


I will leave you to read about the full details of the projects on the URLs but what I would like to introduce to you in this document is the open ICT SME component of both projects which whilst difficult to achieve, especially considering significant budget cuts, have managed to be inserted.

Planned call for proposals 2008

A new call for proposals will be launched under the Safer Internet plus programme in 2008. The provisional date for publication is March. The provisional deadline for receipt of proposals is 28 May 2008.

The drafts of the 2008 work programme, call text and supporting documents published on this website will be replaced by the final call documentation as soon as the internal procedures for adoption have been concluded. Any substantial changes in the final documents will be highlighted.

A central Information Day presenting the objectives of the actions open under the 2008 call and providing details on how to submit a proposal was  held in Luxembourg in the Jean Monnet Building on Tuesday, 11 March 2008.

Please note that actions 1.1, 4.1 and 4.3 of the 2008 call for proposals will be open only for the following countries, where no proposal was recommended for funding under the 2007 call, or, where funding was granted for a restricted period only with a recommendation to resubmit a proposal in 2008:

General information on the LLP

A SINGLE UMBRELLA FOR EDUCATION AND TRAINING PROGRAMMES

The European Commission has integrated its various educational and training initiatives under a single umbrella, the Lifelong Learning Programme. With a significant budget of nearly EUR 7 billion for 2007 to 2013, the new programme replaces the existing education, vocational training and e-Learning programmes, which ended in 2006.

The new Lifelong Learning Programme enables individuals at all stages of their lives to pursue stimulating learning opportunities across Europe. It consists of four sub-programmes: Comenius (for schools), Erasmus (for higher education), Leonardo da Vinci (for vocational education and training) and Grundtvig (for adult education).

A transversal programme complements these four sub-programmes in order to ensure that they achieve the best results. Four key activities focus on policy co-operation, languages, information and communication technologies, effective dissemination and exploitation of project results.

Finally, the Jean Monnet programme stimulates teaching, reflection and debate on the European integration process at higher education institutions worldwide.

As regards the four sectoral programmes, quantified targets have been set in order to ensure a significant, identifiable and measurable impact for the programme. These targets are as follows:

Specific Programme 'Cooperation' implementing the Seventh Framework Programme

Objectives: To gain leadership in key scientific and technological areas by supporting cooperation between universities, industry, research centres and public authorities across the European Union as well as the rest of the world. FP7 will distribute the benefits of research cooperation more widely across the major fields of progress in knowledge and technology where excellent research must be strengthened to address European social, economic, public health, environmental and industrial challenges.

The Specific Programme 'Cooperation' will be open to the participation of countries who have entered a research cooperation agreement with the European Union. It will also be open to the participation of entities from third countries and of international organisations for scientific cooperation.
