ESTELLA TELEFÓNICA I+D  Objective: ICT-PSP-CIP 2009: Objective 1.3: ICT for ageing well / independent living
 Coordinator: Telefónica Investigación y Desarrollo (Spain)
 Project Objective: The main objective is to test a singular system/services in
the field of Remote care and eInclusion, with commercial and social interest for
those areas in which the Living Labs participating operate, in order to analyze
interoperability, acceptance, feasibility and possibility of developing a business
model.
 Innovative aspects:
 To implement a supra-network of environments in which it could be easy to
test services for monitoring people at their daily environment.
 Homogenize the requirements to deploy the service in terms of standards,
protocols and base technology, as well as European requirements.
 Creation of a common database of knowledge about behavior of people in
restricted circumstances, allowing to simulate situations not available in the
real life.
 Access to different value chain with different market approaches

 Call center fully integrated with services for the arrangement of transports,
cooperating with other social services (Italy)
 Remotely administered mobile terminal, connected to social services or
relatives (Spain)

As a user-driven open innovation system, Living Labs speeds up the innovation process by addressing the user's needs.

Through partnerships between citizens, businesses and public authorities, the Living Labs model allows people and industries to test tomorrow's best innovations in Information and Communications Technologies (ICT).

The Living  Labs model includes end-user participation from an early stage of the creative process of technology development. As a result, evaluating aspects such as social and economic implications of new technologies has become more accurate. So the needs of users are better listened to and fulfilled.

1. CONTEXT
PRO INNO Europe® is an initiative of Directorate General Enterprise and Industry
aiming at innovation policy analysis and cooperation in Europe, with a view to
learning from the best and contributing to the development of new and better
innovation policies in Europe.
Launched in 2006, PRO INNO Europe® has supported closer cooperation between
innovation policy makers at different levels, thus contributing to the creation of a
European Innovation Space. New innovation policy concepts were jointly
developed and tested which helped improve their efficiency and more rapid
implementation throughout Europe. PRO INNO Europe® assists participating
countries and their regions to better invest in innovation, by learning from others
and sharing experience.
With this new phase starting in 2009, PRO INNO Europe® is launching a new set
of initiatives that will focus on specific priority areas, such as clusters, ecoinnovation
and services. The identification and further dissemination of “good
practice” is no longer good enough. To make real progress, participating countries
and regions have to work closer together in search of “better practice” in support of
innovation and to undertake concrete steps to put this into practice. The proposed
actions closely reflect the recommendations of the Communication "Putting
knowledge into practice: A broad-based innovation strategy for the EU"1, notably in

Public Procurement Networks in support of the Lead Market Initiative: encouraging
demand for innovative goods and services

1. CONTEXT: ROLE OF PUBLIC PROCUREMENT IN INCREASING THE DEMAND FOR
INNOVATIVE GOODS AND SERVICES IN THE LEAD MARKET INITIATIVE
In December 2007, the European Commission presented a "Lead Market Initiative
for Europe". The Lead Market approach aims to stimulate the demand for innovative
products and services in Europe, in particular through regulation, standards and
public procurement. Six potential lead markets have been identified to apply this
approach: eHealth, construction, protective textiles, bio-based products, recycling
and renewable energy. For each lead market an action plan is being implemented by
the European Commission, Member States and industry.
Public procurement has been identified as one of the main policy instruments that can
be used to implement the Lead Market Initiative. The approach is to stimulate
demand for innovative products and services in Europe by supporting public
procurers active in the lead markets concerned and to have them act as
“launch customers”. Public procurers include national, regional and local
authorities as well as bodies governed by law as defined as "Contracting Authorities"
(see Section 5.2). The EU legal framework for public procurement supports the Lead
Market Initiative by addressing market fragmentation and enabling the development
of competitive solutions. A guide has been published by the Commission describing
how innovation can be fostered through the use of public procurement1.

04 Dicembre ‘08 EVENT ANNOUNCEMENT Health-e-Child has won the ICT 2008 Exhibit Grand Prize 4 December 2008 Lyon, France The European Commission selected, out of a significant number of demonstration proposals, 198 to show live on-site. During the 2 days, attendees were invited to vote for the best ones and Health-e-Child gave about 120 demonstrations continuously, within the "ICT for Wellbeing" village. From this poll, 10 demonstrations were retained for the last round, and the 3 best were announced in the closing plenary session: Health-e-Child has received the greatest distinction: the "Best Exhibition Award - 1st Prize".
