CINEFOGO Network Conference on Social Rights, Active Citizenship and Governance in EU on 16-18Mar09 in BXL

- Social rights and social reality in the European Union
- Active citizenship and governance.
The conference will present CINEFOGO Network findings on the relationships among citizens, NGOs, civil servants and politicians at the European and national levels. It will identify different roles of various actors and institutions, the ways they are (or are not) involved in the decision making processes, and how their actions influence the changing human living conditions – including accessibility of social rights to European citizens.
Governance at the EU level has a big impact the on daily life and working conditions of the Europeans. However, the citizens of Europe mostly do not understand the complexities of EU policy making. Their active participation at various levels of governance differs from one country to another and from agenda to agenda, depending on uneven strengths of particular civil societies, different civic cultures, and emerging new modes of cooperation between private and public actors. There is an important role of intermediate organizations, such as NGOs and the media in nurturing conditions for the activation of European citizens. In general, active citizens’ participation is still a feeble resource in the EU decision making processes.

The 3rd ICT Call, objective 'Intelligent Content and Semantics' was puplished on 4 December 2007 and will close on 8 April 2008. The budget will be the same as for the first ICT Call (50 M euro). Further details on the scope of the call, individual research lines and planned budget allocation are provided in the Work Programme for ICT research in FP7 in 2007-2008, available online on CORDIS.

Target outcome
Medium term:
a) Advanced authoring environments for the creation of novel forms of interactive and
expressive content enabling multimodal experimentation and non-linear story-telling.
These environments will ease content sharing and remixing, also by non-expert users, by automatically tagging content with semantic metadata and by using open standards to store it in networked repositories supporting symbolic and similarity-based indexing and
search capabilities, for all content types.
b) Collaborative automated workflow environments to manage the lifecycle of novel and legacy media and enterprise content assets, from the acquisition of reference materials to the versioning, packaging and repurposing of complex products, including their linguistic
and cultural adaptation to target markets and user groups. Empirical results from the psychology of human perception and attention will be used to identify salient multimedia segments and apply summarisation and encoding schemes that will improve content storage and transmission without affecting its perceptual properties.
c) Architectures and technologies for personalised distribution, presentation and consumption of self-aware, adaptive content. Detecting and exploiting emergent ambient intelligence they will use features embedded in content objects and rendering equipment to enable dynamic device adaptation, immersive multimodal experiences and contextual
